Lee Alexander is Research Professor of Electronic Chart Technology at the University of New Hampshire. He is also the Director of the American Forum for Electronic Chart Technology (AFFECT), and a Consultant on electronic chart-related matters for several U.S. government agencies. Previously the Technical Advisor for Offshore Systems International of Vancouver, BC he was a Visiting Scientist on Electronic Charts with the Canadian Hydrographic Service during 1995-96. Prior to his assignment to Canada, he was the Integrated Navigation Systems Program Manager at the U.S. Coast Guard Research and Development Center in Groton, CT during 1988-95. Dr. Alexander has been actively involved in electronic chart-related technologies for over 15 years, and serves on various International Maritime Organization (IMO), International Hydrographic Organization (IHO), International Electrotechnical Commission (IEC) and NATO committees dealing with electronic chart performance standards, data, and services. He was the Chairman of the IEC Working Group that developed the type-approval tests for an IMO-compliant ECDIS. Widely regarded as an international expert, he has published over 60 papers and reports on electronic charting. He is also a co-author of a textbook on Electronic Chart Technology that should be published in the spring 2001. Dr. Alexander received a M.S. from the University of New Hampshire, and a PhD from Yale University. He is also a Captain (now retired) in the U.S. Navy Reserve.
